Description

An exposé of the Australian charity sector by author, William de Maria, founder of the Brisbane Welfare Rights Centre and the Queensland Whistleblowers' Action Group. The charities sector is large: in 2015-16 it generated $152.4 billion in income, more than the agricultural sector ($100.9 billion). There are over 600,000 not-for-profit organisations in Australia. De Maria charts the history of this sector in Australia and the transformation from a government-led welfare sector to one where, currently, in line with the neoliberal transformation of all social services, a business mindset has taken over the delivery of charity. De Maria's research finds disturbing levels of charity fraud in Australia and analyses the numerous ways charity fraud is carried out. He identifies several kinds of charities: celebrity charities, iconic charities, and key player charities. Case studies are undertaken of a charity in each of these categories: first, using both government and media sources, the Shane Warne Foundation is studied as an example of the flawed celebrity charity model. Second, through access to an important anti-corruption investigation, the New South Wales RSL is studied as an example of iconic charity fraud. Third, two key player charities, where rogue operators created havoc, are studied using police and court documents. In addition, the new national charity regulator, the Australian Charities and Not for Profit Commission itself is discussed as lacking teeth and accountability, with the Commission's investigations never seeing the light of day. De Maria has a long history of social activism and is author of Deadly Disclosures: Whistleblowing and the Ethical Meltdown of Australia (Wakefield 1999). He is represented in Radicals in Australian Social Work (Connor Court 2018).
